Convene is a live console for ASTM committee and subcommittee meetings — the agenda, roll call with real‑time interest balance, ballot‑negative resolution, motions, and compliant minutes, all in one place. It complements MyASTM and the official ballot; it doesn't replace them.
Grouped by when you use it. Each card names the ASTM process it maps to, so there are no surprises for a committee that runs by the book.
One click drops in the canonical order — call to order, antitrust & patent reminder, attendance, prior‑minutes approval, ballot review, reports, new business, new work items, next meeting, adjourn.
Regs §9.4 · §19Import the committee roster (paste or CSV). Assign chair, vice‑chairs, recording & membership secretary, staff manager, subcommittee chairs, section leaders — each with their voting status and classification.
Officers §2 · §4Attach draft standards, ballot packages, and negative statements to the specific agenda item they belong to — read‑only, with no official‑ballot claims.
Ballot package §11.5Capture a new WK the ASTM way — title, scope, keywords, target first‑ballot & approval dates, authorizing chair — and queue it under "new business."
Work items §7Members check in and pick themselves off the roster. Attendance feeds the "three missed ballots" participation flag and the balance check below.
Vote loss §5.1/§5.2Real‑time Producer vs non‑Producer count with the "producers ≤ 50% and can't outnumber" test — a red flag before a vote if balance or quorum fails.
Balance §8.1Walk each open item; for every negative, show the voter, classification, and written statement, then record the disposition — Withdrawn / Not Persuasive / Not Related / Persuasive→reballot — with the 2/3 rule enforced.
Negatives §11.4Motion → second → vote, Robert's Rules style. Only roster‑verified members' votes count; the tally shows the classification split and pass/fail against the right threshold.
Robert's Rules §7.5Drive the room through the current draft — PDF slides with a presenter hand‑off, or a live screen share. (Business meetings aren't recorded, per §9.7.)
Meetings §9.7Attendees raise questions and up‑vote; the chair works the queue without losing the floor.
In‑roomAuto‑drafts minutes with the three sections ASTM requires — standards status, negative resolutions, action items — as a summary, never a transcript. Export to file with HQ.
Minutes §9.4Owner, due date, and automatic carry‑over onto the next meeting's agenda.
Minutes §9.4Each subcommittee chair files a short report that aggregates straight into the main‑committee agenda.
Main cmte §12Set the date and place with ASTM's notice norms in mind (≥6 weeks' notice) and push it to calendars.
Meetings §7.1Anonymous web polls don't belong in a standards meeting. Convene ties every in‑room vote to a verified place on the committee roster, so a chair can trust the count and the classification balance behind it.
Name, email, classification, voting status — pasted or uploaded as CSV.
No anonymous entry. They select themselves from the committee roster.
A link goes to that roster email; opening it confirms it's really them.
One person, one vote, classification recorded. Observers can watch but don't count.
Run a single subcommittee session, or a whole Committee Week of parallel sessions rolling up to the main committee.
Straight from the Regulations Governing ASTM Technical Committees — shown live during a vote so the chair always knows where a count stands.
| Level | Return required | Affirmative to approve | Negative found not persuasive |
|---|---|---|---|
| Subcommittee ballot | ≥ 60% | ≥ 2/3 | ≥ 2/3 vote |
| Main committee ballot | ≥ 60% | ≥ 90% | ≥ 2/3 vote |
| Interest balance | ≥ 3 producers & ≥ 3 non‑producers · producers may not outnumber non‑producers and hold ≤ 50% of the vote | ||
Meeting quorum to transact business is set by each committee's own bylaws (subcommittees also need at least 3 members present). Convene lets a chair set their committee's quorum figure.
Load a sample roster, check in, resolve a negative, take a motion, and export the minutes — in about five minutes. You'll be able to message me from inside the room.
